OAS–IDB 2025 Cybersecurity Report

The third OAS–IDB cybersecurity maturity report was released in December 2025. It builds on the 2016 and 2020 editions and assesses 30 countries in Latin America and the Caribbean. It was produced by the OAS Inter-American Committee against Terrorism (CICTE) and the Inter-American Development Bank, with the Global Cyber Security Capacity Centre at the University of Oxford.

How it assesses maturity​

The report uses the Oxford Cybersecurity Maturity Model across five dimensions:

  1. Policies and strategies
  2. Culture and society
  3. Education, training and skills
  4. Legal and regulatory frameworks
  5. Technologies and standards

Headline findings​

  • The region improved across all five dimensions since 2020, and the gaps between countries narrowed.
  • Software quality, critical infrastructure protection and cybersecurity market development remain at lower maturity levels.
  • Research investment and cyber insurance adoption lag behind.
  • Artificial intelligence is reshaping the threat landscape and calls for updated governance.
  • Countries that integrate cybersecurity into development agendas and build public–private partnerships show stronger capacity.
